California took an extra $131 from me last year and now they won't give it back.  It's really shitty for the state to take more than I owed and then not give it back.  It was never theirs to begin with and this talk about issuing IOUs is real bullshit.  I know $131 isn't much and I'm glad that's all it is, but it's the principle of the matter
