It's a fleur-de-lis, which is part of the boy-scouting symbol. And I think maybe the girl scouts use it too (though I don't remember). I do know it's used quite a bit in architecture, and such.
Aaaand, because now I'm curious... Wikipedia says it's used quite a bit in heraldry. So yeah. >.> Go me using random symbols.
Hm. Maybe it was a local thing. The scout systems were always a bit cooky and mixed up around here. Not that I was in girl scouts either, of course. >.> Not me, no.
