Thank you! Er, the Chameleon Arch is a Time Lord device that makes a Time Lord into a human, on a temporary basis, and strips them of their memories until the watch opens up. Then they become a Time Lord again.

(Sophie Devereaux and River Song let loose upon the universe? Awesome.)
