Character's Canon Abilities: Physically, he will still have residual effects of the Goblin serum working for him. This means enhanced capabilities relatively equal to Spider-Man's, such as strength, speed, stamina, reflexes, agility, durability, and limited regenerative healing -- it won't bring him back to life if he's killed, but he can heal from regular wounds faster than average and could survive something potentially lethal so long as he also gets medical attention. His powers won't be effectual unless he's in good health or in an extreme emotional state (anger, mania, etc.), in which case his strength and durability (etc.) would be at peak capacity.
Weapons: He'll have his Green Goblin satchel on him which contains small pumpkin-shaped bombs, and the gloves of his Green Goblin costume which are wired for emitted electric shocks/shooting sparks, and releasing nerve/stunning gas.

Character History:
Harry Osborn was the son of wealthy chemical manufacturing industrialist, Norman Osborn, and as such grew up with a sizable silver spoon in his mouth. He often got whatever gifts and toys he wanted or didn't want, but he never got the affection or attention from Norman that he wanted, or needed, especially as his mother had died when he was a baby. What attention he did receive was often negative and derogatory, as Norman would impose upon Harry what he felt he should be like and Harry in turn got overwhelmed and upset.
As such, Harry grew up a very insecure, dependent boy, though outgoing so as to better hide his flaws. He quickly made friends in college with classmates Gwen Stacy, Liz Allan, and Flash Thompson, and it was during college that he first came across Peter Parker. Harry and Flash disliked Peter at the onset; Peter was nerdy and introverted and very clever, and was easily able to excel in classwork that Harry struggled endlessly with. The two finally became friends one day after Norman and Harry had argued badly enough to put Harry in a bad mood all day, and Peter in turn confided in Harry that he was an orphan.
Peter was soon ushered into their circle of friends, and he and Harry became roommates shortly thereafter. Norman took a liking to Peter's intelligence and frequently persuaded him to work with him at his company, which Harry also encouraged, though Harry was no doubt insecure over how well Peter and Norman seemed to get along, compared to how he himself got along with his dad.
Overall things were good for Harry; he and his dad were on decent terms and he was dating a beautiful girl named Mary Jane Watson. What Harry didn't know, however, was that his dad was secretly the super-villain known as the Green Goblin. Norman had lost his memory of being the Goblin in a recent fight with Spider-Man, and was much closer and friendlier with Harry during this time at first -- soon his memories started to haunt him, and Harry grew more and more concerned about his father. Being the son of the Green Goblin and the roommate of Spider-Man also meant Harry often ran afoul of their enemies, getting kidnapped and threatened more than his fair share of times considering how in the dark he was. More problems arose when he noticed that Mary Jane was much more fond of Peter than she was of him.
Harry fell into taking drugs, having no one he could trust enough to talk to or any other coping mechanisms he knew of, and suffered two major overdoses. The second one occurred the night his father, as the Green Goblin, murdered Gwen Stacy and then subsequently was killed by impaling himself on his own glider. Harry discovered his father's secret before the police could find the body, and removed the costume so that Norman's identity wouldn't be exposed. Harry, blaming Spider-Man for his father's death in his overdose-induced mania, took it upon himself to resume the mantle of the Green Goblin. He discovered Peter's identity as Spider-Man shortly after, confirming suspicions by going through Peter's room and finding his Spider-Man costume.
The Green Goblin's attacks on Spider-Man were much more personal than they had been when Norman was the Goblin, but it was a short-lived situation. After being knocked unconscious in a fight, Harry was redressed in civilian clothes by Peter and brought into custody. He loudly claimed that Peter Parker was Spider-Man and that he knew that because he was the Green Goblin, but was disbelieved due to the Goblin's many year long career that preceded Harry. He was sent to a hospital and remained there for a time…
… And was much more stable upon his release. He didn't remember being the Green Goblin whatsoever, nor that his father had been, and fell back in with his old circle of friends. Harry was seeing a therapist, Bart Hamilton, and got happily engaged to Liz Allan.
Bart Hamilton, however, was using Harry for information about the Green Goblin. He would put Harry under hypnosis to flush out information, and located Norman's old Goblin hideouts and experimented with his technology. Eventually, he beat and tied up Harry so that he could go out and make his debut as the third Green Goblin, although Harry ended up freeing himself and going after Hamilton, in costume. It was only then that Spider-Man realized that Hamilton wasn't Harry, but in the ensuing fight Hamilton accidentally killed himself by detonating an explosive too early.
Things began to calm. Harry and Liz got married and moved to New Jersey to get away from their haunting pasts, although trouble still had a way of finding them. Liz's step-brother Mark Raxton, the Molten Man, followed them there and ended up burning their house down. It was around then that Harry took over Norman's company, although at that point in time Osborn Industries was risking major financial trouble as well as a hostile takeover, courtesy of the copy-cat super-villain the Hobgoblin, aka billionaire fashion designer Roderick Kingsley.
The Hobgoblin had found Norman Osborn's old journals that revealed he was the Green Goblin and where his technology was, and blackmailed Harry with this information in the hopes that Harry would know more so that Kingsley could achieve the kind of extreme power that the original Green Goblin had. Finding out -- again -- that Norman Osborn had been the Green Goblin was devastating to Harry, but he managed not to relapse. Not long after, he, Liz and Mary Jane were kidnapped by a group of the Hobgoblin's men and the trauma of the event induced Liz to go into labor. Spider-Man came to everyone's rescue and Liz gave birth safely, in a hospital, to Norman Harold Osborn (II). Harry's life was again threatened by the Hobgoblin (Jason Macendale, at this point) when he was sent in the mail a poison pumpkin! Spider-Man, however, once again came to his aid and found Harry the antidote he needed just before the poison could kill him.
After Normie was born, Harry and Liz moved out of New Jersey back into the city, to Hicksville, Long Island where he had lived before. Being in the old house seemed to trigger Harry's nightmares again, edging him toward remembering his time as the Green Goblin. He went up into the attic and dug out a Green Goblin costume, determined to fight back against the Hobgoblin (who had just attacked them at their house yet again) once and for all, and in doing so brought back his own memories. This time he was in control, however. He won against the Hobgoblin, and then moved the family back into the city into one of the buildings he inherited from his father. Peter and Mary Jane move into one of the upstairs lofts shortly thereafter, at Harry's insistence.
Liz's step-brother Mark Raxton was paroled from prison, and approached his sister for a loan to get a new start on life despite initial misconceptions of extortion. He made amends with Liz and Harry, and Harry offered him a job at his chemical plant. While working there Mark was approached by notorious gangster Tombstone, who wanted his help robbing Harry's factory -- Mark told Spider-Man so that the two of them could beat Tombstone at his own game, only to be joined by Harry in the Green Goblin costume. Although this decision was met with criticism from Spider-Man, Harry was determined to use the identity for heroism this time, with or without Spider-Man's partnership. He wanted to vindicate the Green Goblin's name -- and his father's -- by dedicating the rest of his life to doing good. It took a fight with Spider-Man to convince him not to pursue the idea for the sake of his wife and son, but it was also revealed after their battle that Harry had regained the memory of who Spider-Man really was.
He first began hearing voices again after an incident with contaminated water left Normie in the hospital; having given his son water Harry blamed himself for poisoning him, and a mysterious voice encouraged this guilt. Harry was paramount in developing an antidote, however, offering his resources as a chemical manufacture to procure whatever chemicals they needed. The voice -- Norman Osborn's voice -- didn't stop even after Normie was cured. Harry seemed to adjust to the hallucinations quickly, having conversations with an apparition of his father although they always ended in his temper being lost. The hallucination would accuse Harry of being a bad father, which would provoke Harry to yell at or almost strike Normie before he got ahold of himself again, and would apologize.
Finally, one day, Harry's hallucination Norman Osborn came to him with a Goblin mask and told Harry that "it was time." In Harry's mind he was arguing not only with his father, but with Peter Parker, Norman arguing that Spider-Man was tearing their family apart while Peter argued that Norman had never loved Harry and thus, was not worth listening to. Harry ended up simply destroying his photo albums, donning the costume again, and going to find Spider-Man. He kidnapped Spider-Man and exposed him to psychedelic gas, forcing Peter to undergo traumatizing hallucinations. In his frenzy Peter beat up Harry and escaped, but Harry pursued him and they fought again. In order to end the fighting Peter offered himself up to Harry to kill, but of course Harry wasn't able to do it.
He disappeared (visiting Normie one more time, and fleeing when Liz saw him) to wage war between his identities once and for all, and the Green Goblin won out over Harry; he immersed himself in his father's Goblin serum, then returned to kidnap his entire family -- Liz, Normie, and Mark Raxton. Harry took them to one of the old Osborn houses, where he laid out a dinner and tormented them, emotionally, talking about the importance of family whilst he was dressed as the Green Goblin. Spider-Man crashed the party and he and Mark fought back against Harry, until finally the police were called. Harry was arrested and wound up incarcerated for crimes committed by the Green Goblin, but got out due to his lawyers proving said "alleged" crimes would have been committed by his father, Norman Osborn.
Once free again, Harry kidnapped Mary Jane to the George Washington Bridge, where Gwen Stacy had died. He assured her there that no matter what happened between him and Peter, she was one of his dearest friends and that he would never hurt her, and then returned her home. He began to organize a foundation with a gala in his father's name with the financial backing of J. Jonah Jameson -- an old friend of Norman's -- in the interest of restoring his father's good name, but it was a set up to get all of the prolific people of New York that had ever "thought they were better than the Osborns" into one place, which had been wired with explosives. However, before the gala could go on, he ended up deciding to kill himself and Spider-Man together to end their cyclical fighting once and for all under the notion that they both left nothing but pain behind them through living, hurting anyone they came in contact with.
At the last minute, Mary Jane and Normie came into the building, forcing Harry out of his delusion. He rushed them out of the building and then, moments before the building exploded, brought Spider-man out as well. It was then he had a seizure due to the modified serum he'd ingested which, as it turns out, ended up poisoning his body, and he died shortly after making amends with Peter once and for all.

Character Personality:
At his core, Harry is a good guy. Bitter, maybe, but good. At the very least, he wants to be. He strives to be. He's very much a victim of circumstance, though many of his problems come as a result to his optimism, or his ignorance, shattering and his own inability to handle it.
Harry has always felt weak, and pathetic, in no small part because his father Norman drilled that mentality into him. Because of this insecurity Harry grew up with shields, often putting on an outgoing, cheerful and snide persona -- he knew how to be charming, and he knew how to be what other people wanted him to be on a superficial level, especially with all his wealth. It was always only Norman whom he couldn't please, and it was always Norman whose opinions meant the most.
Because of his insecurities, Harry's personality is extremely nervous, extremely reliant; he depends on attention, and affection, and crutches that allow him to deal with the real world he wasn't strong enough to handle otherwise. That's why he fell upon drug abuse, and it's why he falls apart whenever he fears he's being abandoned by his friends, or his significant others; he even states once that he is afraid to let Liz and his son find out what he really is like (scared, weak) they would leave him behind too. Never having really felt loved as a child, Harry is always seeking to be loved, and to feel a part of a real family. Family is one of the most important things to him, right up to his death. Even in his most deluded and father-worshiping states of mind he criticized Norman for not putting family as a priority. Not having a mother growing up, he tends to look for nurturing traits in his lovers, which is part of what drove him initially into the arms of Liz Allan.
Being married to Liz was one of the best things that could have happened to Harry, and certainly marked the best years of his life. She and their son gave him stability, a purpose, and most of all, they gave him love. As a father, Harry overcompensated, doting on Normie constantly and giving him all the affection Harry himself never got from Norman. He matured leaps and bounds during the course of their marriage before things began to go sour again; his confidence was renewed, his ambition, his courage. He was finally living happily with the family he always wanted, but the gaping wound Norman Osborn's death left in his life would never be completely healed.
He is quick to fall back into the safety of ignorance and blame his problems on others, such as when Spider-Man reminded him that his father had murdered their friend Gwen Stacy. Harry tried to delude himself into believing that Spider-Man had murdered her and murdered his father, simply because it was easy. His worship of his father grew even stronger the more severe Harry's schizophrenia got, enabling Harry to justify acting in his father's footsteps despite the mounting evidence of what he'd done. And after a certain point, it barely mattered -- if Norman had done something, Harry figured it had to be for a good reason. But no matter the reason, he felt his father should never have died and it was truly Norman's death that both gave Harry life, and then tore it apart.
Harry is also schizophrenic, and bipolar. His happiness and "normalcy" tends to be very calm, very passive, even bordering on self-depreciating -- he describes himself once as "always a victim, never a victor," and another time as "the downbeat personality of the group", but his anger is explosive. He can experience mood swings abruptly and at the drop of a hat, most frequently jumping from zero to anger or depression, or one and then the other. Usually, he is able to keep his temper in check, but when he gets upset he really blows up especially when his mental state is compromised. It's not unusual for him to scream or threaten people in his rage and then apologize, not having meant any of it. He's also incredibly paranoid when his disorders are in full-swing, frequently thinking that Spider-Man has it out for his family or for himself specifically, or that others are conspiring against him. Again and again he falls upon his defensive mechanisms of shields and blaming others, hiding himself in the identity of the Green Goblin when being Harry Osborn became simply too difficult. The Green Goblin, after all, was someone important and powerful, while Harry Osborn was weak and worthless.
However, no matter how tight the grip of Norman's influence had been in Harry's final days, Harry never stopped loving his wife and son, he always remembered how they were the most important things in his life. He did horrible things to them in the name of family, emotionally tormenting them all, but in his mind it was out of love. In the interest of togetherness. He never wanted to neglect or forget his family, the way Norman had. But the real Harry Osborn was still there under all the rhetoric and the delusion, and he came back right before his death. Fitting, that he would finally find the strength to fight back against his father and his own demons when he had nothing more to lose.
Character Plans:
I'm looking forward to the challenge of having Harry learn from the mistakes he's made up to his death and maintain what he's learned in an environment where his usual forms of support -- his friends, his wife, his son -- are gone, which will either help or hinder his struggle to overcome his demons. Since he comes from a well-to-do family he'll make an effort to be social and maybe even go into business eventually, but what direction he takes will ultimately depend on how any future CR unfolds. He also still will have the Goblin serum in his body upon arrival, and thus will still be suffering the effects of the poison in his system alongside the benefits of powers it gives him.

[ It's voice, at first. The voice that comes through is ragged and slightly slurred, as if the man speaking hasn't spoken in a long time. Everything he says sounds like it takes a lot of effort. ]
So, Canada... Canada, huh? Canada in winter, n'less, damn... I always figured I'd be in Spain for Christmas this year, or -- well, doesn't matter, I guess. Shouldn't be here either way.
[ Now it's video, in the starter apartments. Harry's wearing a nice coat he just picked up on the way, because what's visible of his
outfit doesn't seem designed for warmth. He's very pale and clammy looking, and there's an unlit cigarette in his hand that he seems to have already forgotten about. He turns the NV around, examining it. ]
Hi there, name's Harry. I'm not sure why I'm even talking to you -- none of this is actually real, is it? Who was it who said "death is like heroin", God, I don't know, is that what this is like? No rest for the-- [ He giggles a little, not quite hysterically. ] Who am I supposed to even be reaching on this thing? I feel like an idiot...
Third Person Sample
What he heard was voices, swirling around him and far away like the faded whispers of a broken radio, lost in the darkness. Part of him tried to answer them. He wasn't sure how, he couldn't get his body to work, but he sensed the words forming in his throat and felt the click of muscle in his jaw as his mouth opened. He was waiting for something but he didn't know what, maybe to see his dad in front of him, holding him, keeping him safe at long last. Harry didn't have anyone else now -- never would. Only--
His eyes snapped open, irises nothing more than green pinpricks in an ocean of white. Names were on his lips but his voice refused to sound, trapped behind his teeth. He didn't move for a long time, sitting in place shivering, his eyes frantically searching for a familiar face.
The last thing he remembered was closing his eyes. He had thought he'd died -- felt it. He kept trying to speak, to ask someone where he was and why, never mind that everything they said didn't register to his ears anymore than radio static might. It took all his strength not to scream, to sob, to throw someone at a wall. Instead he choked out a thank you, gathering what they gave him and venturing out into blinding bright of day.
