In my experience, temperament has more to do with the hamster's personality than being in heat or not. Some hamsters are just more personable than others. I've never had an unfriendly hamster, but they're all different. The ham in my icon, Gina, goes into heat every few days...and she's still just as friendly and loves being around people.

I've only had 2 females. And I think it's an individual thing. My first hamster had a small attitude, but NEVER EVER bit.
My new hamster is completely RETARDED...and bites all the time, and has OCD too I think.

I'm not sure if it's related to their cycle, but after several rather aggressive and feisty (though lovely!) female Syrians, I got a male Syrian, and was astounded by the difference in his temperament. I'm sure it isn't always the case but he was just so lovely and is the only hamster I've had who has never bitten anyone. He's also the only male Syrian I've had.
