(Augh! Had a lot of set up for these two to get them to Miami, so I'll post a link for my Mulder response, which is quite long, and will respond with Scully here in comments. Sorry, it took lots of writing for Mulder.)

It was at that moment that Myka and Claudia practically ran into the room. Myka recognized the two agents and took a second to compose herself. Instead of addressing them, she turned to the M.E., who was nearby, going over some things with her clipboard.

"Excuse me," Myka flashed her badge again while Claudia (as instructed) stayed a few feet behind her. "Myka Bering, U.S. Secret Service. We had an appointment."

The M.E., a middle-aged woman with steel gray hair named Ramona Walls, looked up. "Agent Bering...it seems that you're not the only one with an interest in this case."

The corners of Myka's mouth drew up in a forced smile. "But I am the one who has jurisdiction."

Claudia paged through the reports she'd printed. They hadn't been released to the public, but that had never stopped her before. She circled a few passages and wrote one word in the margin.

Blood.

Blood was the key in this. The first two victims had just been stabbed and left alone to bleed out. The second two, though, had been drained of blood... but there was none where the bodies were found. It had either been carried away or they'd been killed elsewhere. Figure out where the blood went, Claudia thought, and more would become clear. Artie's idea of sacrifice was still the best she'd thought of. Blood was a symbol of power and life.

Of course, Miami had its share of big libraries. Between internet research and good old hitting the books, she and Myka could figure out what they were seeking.

She watched Myka, the M.E., and the two FBI agents. She could learn a lot about how to deal with jurisdiction issues from observing Myka.
