I would say the letter of the law is being followed while the entire spirit of what the city watch is supposed to be is entirely ignored, except there is no law in the first place. This is probably what the deity was referring to when he mentioned the true role of the warden.

Quite frankly, it's asking for trouble to wait until things blow up so badly before reacting.

If the only one who can press charges is the one attacked, and the only one who can contact us are those who can press charges... we're going to always be too late. Officially, anyway, if we follow this.
