Two things I know about this situation: 1) most cats hate the smell of citrus. You can try spraying a bit of lemon juice about and see if that helps. 2) there's a very small chance that your cats have a urinary tract infection (one got it, passed it on to the other). If the citrus trick doesn't work, you might consider consulting a vet.
Truth in advertising: it's been a decade or so since I've had a cat, for whatever that's worth.
My vet tech friend says take them to the vets to check for medical problems first. She says it could be anything from bladder infection, or diabetes all the way up to kidney problems.
At the risk of asking the obvious, have you ruled out medical issues?
How far are the food and water bowls from the litter box? I've read advice that it should be at least five feet.
Is your tub flush with the floor, or is it one of those older-style footed ones? If the latter, would some sort of power-scrub under there be possible? (Who knows what, if anything, could be under there.)
Also, pet stores sell an enzymatic cleaner that removes the odor of cat urine. By removing the remaining odor (and yes, tile can retain odors), you dissuade cats from using the same place.
You might also want to try Feliway, which is a pheremone that helps reduce cat territoriality and anxiety.
