I have to ask - why is your mom against sewage treatment plants? Even if your city just discharges through a pipe running miles out into the ocean, human health can be affected if fish and so forth become contaminated, and sewage discharges can contribute to low-oxygen "dead zones" even in a body of water as large as the ocean.

the point is that if the victoria ecosystem is supposedly designed in such a way that untreated sewage is flushed away in the water through a gulf stream current. it disperses to the point that it doesn't harm the environment. they did a couple of studies on this. i have no idea whether this is true or not, but its what the government thinks.
