The PCD, I've fond, is able to read text documents aloud. Not well, but intelligibly.

In terms of social services, there is a free clinic here that provides healing as well as temporary living and a wealth of information. A library is maintained, and some areas of the city appear to have running water and electricity, I believe instituted by the collective work of residents.

Aah, as far as I know, generators and piping haven't extended across more than several blocks in a single quarter of the City. It's an on-going project to bring more electricity and running water to larger areas, but the events often hinder such progress.
