in fact humans under 14 shouldnt be introduced to the public until age 14. that would be an even better plan.

Let 'em out if they wear a shock collar, or some other type of pain giving device. Bonus points if the general public can activate it.
As far as letting cats outside, I do it a lot. I just am with them, and they have harnesses on. They enjoy being outside a lot, but the harness annoys them a tad. I feel better though.

I SAW my cat get hit by a car when I was 14. Never again. "Don't let them out," i said, "not even in a cage for an hour," and I was right.
