You'll want to get in touch with one of the department heads - Riza Hawkeye, George Blake, Kuchiki Byakuya, or the head of whichever department you feel most qualified to operate under.

If you're interesting in joining, you need references and letters of recommendation of a kind. Two, I think, is the standard.

What sort of position were you looking to hold? Riza Hawkeye is head of the force in its entirety. To be honest, she's your best bet.

It doesn't have to be members of the force, but letters of that caliber would hardly hurt. Use your judgment: don't pick someone to write a letter recommending you if they have problems spelling their own name.
