Faster Animation?

I recently made my first couple GIFS using this to make it and GIMP to edit it. The timing confuses me and I've edited it in the layers tab and I'm quite positive I'm doing something wrong. I don't see a difference if I go 100ms or 10ms. I just would like it to go a little faster.

There are a lot of frames. Try going to one you saved before optimizing it and removing every third frame or every other frame and then mess with the speeds.
