I just can't figure this out!

Is it possible to make an animated icon like the one I'm using for this post, WITH A FRAME like that? I'm trying to make one and I can't for the life of me figure out how to do that! Do I just need to individually add a frame to each layer before I paste them into the same image, or is there an easier way to do it? :(

You'll have to add the frame to each layer, yes.
