Hmmm.
Maybe an unsub that wants the program exposed, but not by himself. He might try to blackmail people into exposing ut, coming clean so to speak, and if they refuse, he kills a loved one.
Not earth shattering, but it would keep it earth bound in the characters and would get the bau involved in a case that would puzzle normal authorities because they can't see the connection

Mh mh. I've been mulling it over and I think I really like the whole "can't see the connection" thing. The only thing I can't come up with is a motivation to expose the program strong enough to actually start killing people. Revenge? Fame? Just plain old insanity?

Hmmm.
The unsub would have to have a lot of hate towards everyone aiding the SGC, keeping the public from knowing like they are children or not good enough.
Maybe revenge with a dash of jealousy?
Like a sibling that was SGC and passed away on mission, spilled the beans before it though, and the unsub wasn't able to get in. Maybe for mental reasons, even though that smacks a bit of cliche...

Yeah, it does :S I do like the hate component of your idea, though. I think I'd even like justified hate (possibly disproportionate and dangerous but still somewhat justified. Some kind of obsession fueled by one or several defining events in which the unsub was somehow wronged?). That, basically, would make the SGC and Homeworld Security look like secretive assholes instead of the good guys and I kind of like that idea (although I feel a bit sorry for Davis who's probably going the one having to mob up the mess in the end ;)).

Maybe the unsub got caught inside a clean up of a breach and lost his normal way of life, maybe even got blamed in a cover up.
That would get the hate going in the secrecy direction...
Might have even been with another agency. .. that leading to an obsession with conspiracy theories and once getting wind of SGC, biggest thing unsub ever imagined in conspiracies, maybe through someone who went through a similar event that the unsub can identify with, boom ballistic reaction.
