[Sorry if I made it confusing! She's after the Temple of the Ancients, just before getting to the city, yes. She says "Holy works" as in "Holy can/does work for stopping Meteor"...er, I don't know how to explain it that well. And that's why she does the mixing with the tenses: "worked", because that's how Cloud told it to her, since it's already happened for him, and then she says "will work" because she hasn't actually used it yet.]
