Lobsinger was obviously pressured by some (the Toronto Star) to point a finger at the game, and he admitted that it's not a giant leap to connect the two (racing & racing), but he refused to blame the racing on the game. Congrats to him.
Although boo-urns to Det. Nick Sklar, who told The Toronto Sun (a tabloid) that he suspected that they were playing the game before they "hit the streets", allowing them to announce that NFS "caused" the street racing.

CBC Radio One in Toronto, Metro Morning, radio host Andy Barrie, was apparently trying on-air to get a police officer to blame the videogame for the crash. Fortunately the officer was smarter than that, and refused to play along, talking about how him and his kids played the same game, and they knew the difference between reality and virtual.

Funny thing is, I was just listening to CBC-Radio 1 and Mayor David Miller has said that you can't blame the video game. Take that Harris and your Common Sense revolution.
