A Groudon in Diamond City?

I've seen several posters asking for a 'Red Godzilla' that is actually a Groudon, and after confirming that Kat was not the one who drew it, I am ready to begin an investigation as to whether there is actually a Groudon sleeping under Diamond City.

If anyone is interested in joining me, please respond as soon as possible!

I haven't hear anything at Police Headquarters about a Red Godzilla. Are things like that normal here?
