Nope! On my iPhone 4S, currently running iOS 5, I have the phone screen locked with a PIN. Without the PIN, a user can only hit the "Emergency Call" button which opens up a keypad, but no access to any other information inside the phone, including contacts. So they would be able to dial 911, or other numbers that they knew, but not my ICE, unless it is on display on the lock screen. Looking at my contact app, there really isn't any identification for ICE numbers unless you add them under the general notes field. But, nobody can see them anyway, so I suppose it is a moot point.
I was hesitant to push the "Emergency Call" button until you commented-- I figured that button would immediately dial 911, but that isn't the case. Good to know! forestmaster just started playing with her "Emergency Call" features tonight, so we will have to see how her phone handles them. It is interesting to see how many iPhone apps are out there touting their ability to provide all your medical info to emergency personnel at a touch of a button-- but only if you leave
