That may be so, but if they keep developing skills outside of battle, they won't level. Wouldn't you think that it's more advantageous to develop these skills whilst in the thrust of a fight?

Experience through battle is always necessary, yes. But from my experience, there are times when learning a skill before you try to use it in combat is better than attempting it without preparation.
