Theoretically.

But there is no clean water so far in the area that isn't bottled, and it would be foolish to waste drinking water for such a purpose. Not when I can easily avoid picking up these items at all.

I've noticed. But like I said, they are hardly clean.

I'm currently near the exit of Union Cave. I would have been out much earlier if it wasn't for fools wasting their unused items about the place.
