Hmm...I think I'd slice the tomatoes and dress them lightly with the oil, vinegar, s&p and have them alongside the cheese, beef and pasta concoction. But if you're going to combine it all, I think I'd put a little oil in the pasta before you add the cheddar, not after.
I'd go with browning the minced garlic, then the beef, and tossing it in with the pasta, tomatoes, olive oil, balsamic vinegar, sea salt, and black pepper. Then grate the cheese over top and run it all under the broiler til the cheese is all bubbly and browned. God, that sounds awesome.
I would probably brown the ground beef, add the tomatoes and garlic, cook it down for a bit, toss it with the pasta, then put it all in the oven covered in cheese and bake it until it started bubbling.

Apart from that...there's sooo nothing not to love about that plan. Go for it!
