I think its about time this happened. The Treaty wasnt very specific about its rules on what books are Educational, Cultural or Scientific and is basically open for interpretation. It just happens that for 50 years, everyone simply followed whoever made the first "interpreted" process standard.
I for one cannot imagine "Twilight" being "Cultural", but then again, that's my interpretation.
Maybe this is the wake up call to finally have a closer look at the Florence Agreement, hell, its your blog that made me research it in the first place. Maybe this time they should update it to more current standards (aka idiot proof it).
