You're going to get better at taijutsu by tackling people in the water and dodging rocks.

[ He doesn't sound as convincing as Gai or Lee when they mention similar training tactics. ]

Water resistance training will help build muscle, but you do realize it doesn't use the same muscles in your legs. The weight you don't bear in the water feels heavier when you're back on land, the lower levels of humidity in the air you'll become accustomed to in the water don't usually exist significantly outside of it, and the speed you gain in swimming will be all but negated by running on the surface of the water.

Stick to the dodging rocks part, though. Those reflexes you can use.
