We feel the same about Revolution--intriguing premise, a cast of characters that we care nothing about. We're giving it one more episode (we're behind anyway), and then ditching it if it doesn't get better.
Arrow is weirdly uneven in tone. The cast is great (I didn't recognize Katie Cassidy, either), I like the realistic PTSD stuff they're doing with the main character, and I love Digs. But the realism clashes with the light cheesy fun sometimes, so it's also on probation. I think it's definitely the better show right now, though.
(The new show we're loving, although also behind on it, is Last Resort.)
If you don't care about the characters, it doesn't matter how good the rest of it is. And it sounds like the extrapolation from the premise isn't being done in a good Speculative Fiction way.
