In a case like that, discard the names. It's not 'Africa,' with all that implies - which isn't good, 'World Government' notwithstanding - it's a continent with specific land forms. Turn your globe upside down - 'north' is now 'south.'
Now, on this Earth-like world, where would she be? At the 'southern' end, dominated by a huge desert but adjacent to a major inland ocean with thriving commerce? At the equator, in rot-jungle conditions? At the 'northern' extremity, with high desert again but straddling one of the world's major shipping lanes between two major oceans?
If - as is obvious! - your world bears no relation to present-day reality, then disregard the present day and look at the situation anew.
