That's been my experience...the jabby-underwire situation has been best resolved for me by smaller cup/larger band. Not every style translates well to this method, so it's worth trying on lots and lots of bras.
I went to Nordstrom to get measured and it was great! The bras are really expensive but the ladies there know how to find something that fits you really well. Then, if you like, you can note down the style number and find something at a discount online (or find a similar style at LB). (However, the ladies at Nordstrom work on commission, so I tend to buy one or two of the best bras. It's an investment, and they're not much more expensive than what you see for high-end bras online.
I'd say it's actually pretty evenly distributed. There are lots that talk about the issues of the small busted as well, and plenty of talk for the mid-range too.
For as much as people recommend getting measured for bras, I haven't had very good luck with the results. An actual specialty lingerie store or department store where the ladies have been measuring forever is a better bet, if you're unsure about what you should be buying. A typical LB sales clerk with a measuring tape probably won't do a better job than you could do yourself
