There were tables and chairs set up all around the lawn. Some were in the sun, where folks could work on their tan while they ate, and some were in the shade where folks could stay cool and non-crispy

There were so many people, all of them that she'd seen human, and while no one had tossed any slurs at her yet this still didn't do much to make Merrill feel more comfortable; she honestly expected that to happen any second now.
Because so many people. (This might be an ongoing mantra in her head for a while.)
She had a muffin in her hands and was nibbling anxiously at it from as close to the edge of the lawn as she could possibly get.

Isabela was doing another scan of the crowd for more cute, shirtless boys when she saw the girl. Oh dear.
Just because this place seemed nice enough, it didn't mean she trusted it not to eat elves alive. So she swaggered over, showing not a hint of concern. "Hello, kitten."

So far this girl seemed nice enough, but the Dalish didn't exactly grow up with a favorable impression of humans. Honestly, the longer she went without any sort of incident, the more she expected one to occur any second now.

"I wasn't expecting anything quite like this," Merrill said plaintively. Then again, odds were good that she just hadn't been paying attention when Keeper Marethari told her. "I don't even know what to expect -- this isn't Ferelden any more, and do they really just feed total strangers like this?"

Yes, but if you decided to blame Hawke and Varric retroactively someday, you could probably make a pretty solid argument for it.
