This is kind of random, but I really love your choice of pairings. I was thinking recently how little I read anything with Percy, and then your fic popped up! :)
I loved how you handled Percy's progression and their relationship. Their personalities are similar, and it's easy to see how they relate to each other.
There were a few tense mistakes (past, then back to the present), and a few misplaced words, but they weren't too major. One suggestion I have is to indicate the passage of time. It was unclear how long Percy was actually assigned to spy on Severus, so adding a phrase like "Over the passing months..." or even making up random dates you put your story into, mentioning the warm summer weather, then later on how chilly the autumn is or something, helps the reader put the story in context and a nice framework.
I really liked this, and because you whetted my apetite, I will now go in search of more Percy fic. ;)
I've been persuaded to write a sequel for this... and make that Alastor Moody fic into a series...

Thanks for the tip about my not letting readers know how long Percy was watching Snape. I just stuck it in without thinking about it.
So here I am reading a story I like and I comment on it's sequel? How about not! I really loved this fic. I especially love the differences in Snape, while he, essentially, stays the same. One thing I like best between the two stories, is the running theme of Percy/caffeine. Here he's trading it for hot chocolate and in the sequel he is drinking soda religiously. The way they have sex is really beautiful, too. It's slow. Always slow, which is what I like most about it. That these two perfectionists go slow in something so keenly fast. And the conversation (or lack thereof) about Percy not being able to talk to people is just so in character, it hurts. So, yeah. I'm going with, "I loved it" in case you're wondering. Can't believe I missed it until now.
I kind of found it hard to put Percy and Snape together because as you've said they are essentially the same.
I also tried to keep a Severus Snape in character more so than Percy. Mostly because Percy himself is more rigid and Snape has proven to be one of those who are extreme in everything he does but contradicting as well.
Hence the last scene where he 'parently talks with the other Weasley and Percy does not.
