You do have the option of attracting and encouraging alternative pollinators like Mason Bees, and Bumblebees. Their nests are small, they are harmless, and they do a lot of good.
i am actually hoping to sort of take over the empty lot next door for "plants" although i wouldnt be able to do anything with bees.
sadly i have to assume they will be destroyed by evil neighborhood kids and drug dealers, so nothing expensive.. but maybe i can get some marigolds and tomatos.

And there are a fair number of "urban beekeepers" ... at least maybe you could visit some.

http://beesource.com/forums/forumdisplay.php?f=265 is but one source. http://forum.beemaster.com/index.php/board,96.0.html is another. Note that Michael Bush plays with just about -everything- that pollinates. I was going to set up some Mason Bee boxes in the next few weeks using logs with many many holes of the correct size, cut with a bit and brace.
There -is- stuff you can do!
Kirsten needs some cut comb once I have some to send along.

Aah - do you have any community gardens around-ish you, and if so, can you get a plot?

I think in the UK some allotments do allow it:

So it might be worth enquiring about?
