sorry for the way delayed response. I use Rimmel's brow pencils, which are marketed especially for brows. They have a little brow brush on the cap, but other than that I'm sure they're just like eye liner. Anyway, I use them daily (I have a lighter and a darker brown and both get drawn on my brows daily) and they've even stood up to this recent 85 degree shitty weather seattle's been having, so that's saying something. it's always great when my brows stay on and dont slide down my face.
There's no real difference between brow liner and eye liner. Brow liners just tend to stay in the natural/neutral color range - usually varying shades of brown. So you don't need to worry about using eyeliner as brow liner.
I personally use a cheapy $0.99 pencil I got from the drugstore and set it with eyeshadow. I recommend setting your brow liner with a matching powder eyeshadow (or a powder specifically for brows, which is eyeshadow with "brow powder" printed on it), which helps to reduce smudging and general wear-and-tear throughout the day (at least I think so).
You fill your eyebrows with your usual pencil liner first, then you use a powder eyeshadow and a brush (a blunt, angled brush works best) to draw over the pencil.
You can either use an eyeliner as a brow pencil, or if you want more of a waxy formula (to help keep your brows laying down flat and neat) you could go with an actual brow pencil. MAC makes some nice ones. :) If you don't want to use an actual brow pencil for a waxy formula then you can just use an eyeliner and then spray a spooly with hairspray and use that to tame down your brows.
