lol I've been using a drying out liquid eyeliner (felt tip) for my brows. I say if it works, it works, who cares what it is.

When I did use pencil: mac or cheapie nyx or NYC
1) laid down some UDPP over my brows as a base, then used pencil to draw my brow, then set with an eyeshadow. Color depended on my hair color
I shaved them off, thus UDPP as a base. They NEVER melted or smudged

I let them grow ou (well, really thin, but for me, it's a lot!)
Now I use:
2) MAC Fluidline in Dipdown, set with an eyeshadow, cleaned up with MAC Soft Ochre paint pot see pic:
