Well, if you want to have a lot of foundations on hand, samples will be your best friend. You could go into a few dept stores and ask to sample some of the foundations. Bring some friends with different skin tones and you'll have a pretty good collection in no time.
You could also bring your client to a store so she could purchase the makeup for you to use. Some freelancers have the client bring foundation and powder so she'll have to go to a store beforehand and be responsible for that piece.
I would start building your other makeup first and worry more about the foundation on a per client basis.

Just one little comment: a pen-friend of mine is a freelancer in Europe. She ha s a collection of foundatios from the same brand where half of collection - moisturizing foundations, another half - mattifying once, since often she needs to use both of tzpes on the same client but on different face zones. Big advantage in Europe - the most of weemen have only light skin tones.
