Edward Elric

Where to even begin?
Winry grew up with Edward. Their families lived near each other in the tiny village of Rizenbul, and pretty much acted more as one big family. She's known him all her life, and despite there being no blood connection would easily call him her brother.
She loves him more than words can express. There are few secrets she would keep from him, if any, and there is little she wouldn't do for him.
Considering how much she abuses him with her wrench, people might think otherwise, but really! It's because she cares that she has little patience with his recklessness. He also happens to be one of her most favorite people to taunt, if only because he reacts so well.
Ed has been in Death City no less than three times. One before she arrived, two while she was around (he was first-anime Ed which led to all sorts of confusion) and a third time. Much of her interactions and feelings with him in SC so far can be surmised
here. Winry has finally returned from her TYL adventure, but when she did Edward was once again gone.
On a personal note, I'd like to say outright that while I accept Winry loving Edward on a romantic level as canon, I personally do not roleplay her as such for reasons listed in
number four here.

Alphonse Elric
Looking sexy, Al.
The brother of Edward Elric! And very much like Edward, Alphonse is one of the people she cares about most in her life. She considers him family and nothing will ever change that.
Alphonse is probably one the few people who can actually get Winry to calm down whenever she goes into RAEG mode (and then only sometimes). Of the two brothers she gets on a little better with him. Al is after all significantly more level headed than Edward. Not to say they never butt heads, but with at least one person who doesn't tend to result to screaming to get their point across, Winry too is able to keep her calm. For the most part.
She'd trust Al with most anything and since it was just the two of them and Ling for a while, and since he is of her same verse, he's the person she'd go to first for anything. Her feelings for him, especially with in-game events in mind can be found

Ling Yao
Oh boy.
One of the first things that Ling did when meeting Winry, was sit down to talk and have tea with her for a couple minutes, and then propose to her.
He proposed a second time, and she introduced him to her wrench.
Funny thing is, she might actually consider his proposals if she thought he were serious given in-game events.
Ling is from the distant land of Xing, and a prince of that so he was always rather fascinating. He became good friends with the Elrics and he helped them through a lot, and they help him so that instantly wins her favor. Ling is Winry's kind of guy. He's very laid back, pretty funny, and just fun to be around in general.
However he also knows when to be serious, and a very dependable sort of guy. She has deep respect for his devotion to his people. For a while, however, she did not understand how he could have allowed Greed to take over his body. To her giving up your control and independence was an impulsive and weak thing to do. After the events of TYL though she not only understands but empathizes---just like Ling has the fate of his entire clan on his shoulders, she had the fate of the world of Shibusen on hers. Had she died its fate would have been cemented, just like if Ling dies his clan's fate would be similarly sealed. Now that she knows first hand why he does what he does, her respect for him is even greater.
When he first arrived, Ling was a good source of stress for Winry. He came from before the connection he had made with the Elrics so he didn't trust them, or care quite as much for the golden trio as he did in her time. Needless to say that hurt quite a bit. Not only that but he had (has) a tendency to get himself in over his head. A lot.
Fortunately over time they grew to be even closer than they were before. Winry and Ling were the only ones from FMA for quite a bit of time, and even after Alphonse and the others began to trickle in the two of them did a lot together. They shared a very intimate
conversation that helped set Winry straight on a lot of problems she had been having at the time, and since then she has been able to come to Ling for anything. In some ways there are things she can talk to Ling that she can't with the Elrics because she worries about their reaction, and with Ling she feels not some much as something that needs to be protected, but more of an equal. Ed and Al get the title of family, but Ling comes very close, and he is her best friend.
Though, best friends don't usually go kissing each other, even if it is to find out if you are attracted to guys or not. Ling and Winry have shared one kiss, and she can't really deny that she is deeply attracted to him. She has sometimes wondered if her feelings for him go beyond that of friendship, but of course its something she keeps tightly under wraps, and especially now something she refuses to acknowledge.
If he were ever to propose again it's hard to say how Winry would react. Whether she does love him or not, it's hard to say, she might still be tempted to say yes but she knows it's for all the wrong reasons. With everything that happened in TYL she sees Ling as a bit of a safety net. Since he will eventually take in Greed, he will be unable to die, and as Emperor he could not up and leave her for some wild adventure. She knows how wrong this is, and she probably wouldn't be able to use him like that but it hardly matters now. Ling is not around anymore, like Ed and Al BREW took him away as well. That was an incredibly hard blow to Winry.

Greed

Like most people when Winry first met Greed what she felt most was animosity. He had taken over Ling's body and that was enough for her to dislike him. Then she heard the story and was a little conflicted since Ling had apparently willingly taken him in, and Ed had been the one who had offered to become his 'possession'. Winry wasn't entirely sure what to feel then. She thought Ling was a fool but Ed's actions were a little more difficult to dismiss, but in the end she figured if Ed trusted Greed, then so would she.
When he then arrived in Death City, she didn't pay him that much mind. The two had very little in common or points of contact after all other than Ed and Ling.
Things changed, however, during the TYL plot. Winry
met Greed. This was the first time they had ever actually spoken at length and she was astounded by how much he had changed, and how well they hit it off. Greed was quite likely the one who kept Winry from completely losing it. She had to put on a strong face for Ed, and most everyone else was dead, altered by the Witches, or too defeated or changed for her to want to burden--or really, they just simply had no support to offer. With that and the pressure of having to return the past on her shoulders (something that made her fill nearly every single hour of her days with training and studying) she was nearly brought to her breaking point many times.
However now she is back in the present, with a Greed who is very different and has none of these experiences. It pretty much feels like she has lost him too and Winry isn't sure what to do. She still thinks of him as a friend, a very good one at that, but there really is no good way to tell someone about a relationships that doesn't exist, and technically speaking never existed. She switches between having to hold herself in from being desperately clingy (him being pretty much the only remaining person other than Prussia that she's really close to) and being so frustrated with the situation that she wants to give up and move on.
There are promises she made though, and in the end she probably could never really leave him.
Things are further complicated by the fact since he looks exactly like Ling, she always thinks of him, and feels a similar attraction to Greed.

Ran Fan
With the faces you and Ed make I swear you channel each other.
Winry has mixed feelings towards Ran Fan. On one hand she is kind of badass. Winry had witnessed first hand what Ran Fan is capable of (felt it too, since Ran Fan trained in her TYL sob) and just the whole idea of being a body guard is rather fascinating and impressive to her. Especially since she is Ling's bodyguard and jeez that guy gets into almost as much trouble as Ed and Al.
On the other hand she can't help but be a little disturbed by what she considers blind devotion to Ling. Not to say she doesn't think that Ling is someone worth such strong devotion, but from what's she seen so far it seems like that is all Ran Fan is about. She's a little less judgmental now that she's come to understand that it isn't only about protecting Ling, but also the clan via him, but she doesn't understand how having a life outside of him would get in the way of that.
Before Winry was very eager to learn about Ran Fan as an individual. Her likes, dislikes, any other aspirations she may have had. Whether Winry still has the heart or wherewithal to continue doing so now that she's sunk into her depression is up for debate. While she spent a lot of time with TYL it was mostly only for training, so there really wasn't any sort of bond formed there.

Lust
Winry has yet to actually meet Lust. She's been informed about her a little bit by Al, but that was month ago for her. Either way chances are if they ever do meet Lust will momentarily confuse Winry who thought she had this whole being attracted to girls thing down but. In the end this woman belongs to the group of people who tried to use Ed and Al as sacrifices and destroy the whole county. Kinda not kosher.

Maes Hughes

Winry first met Hughes when she came to Central to fix up Ed's automail when he was too injured to come to Rizenbul. She got dragged off to his daughter's birthday party and was greeted there as family. She became attached to all the Hughes, and with his help was able to understand the Elrics a little more.
To her Hughes is an incredible man. He is smart, hardworking, strong, but very kind, understanding, and empathetic. Most importantly though, he is a family man through and through, at times even to the point of being silly. She grew attached to him very quickly and he and his family almost because like a secondary family to her, where to her Gracia and Hughes felt very much like the parents she had lost.
Then he died. Are we seeing a pattern in Winry's life?
He has been in Death City now for quite a while but they haven't had many chances to talk since shortly after his arrival Winry went missing. Her feelings towards him haven't changed, and for the most part she has handled herself well around him but its still a little nerve wracking at times.

Riza Hawkeye

Riza appeared in Winry's life when she was about 10 or 11 years old. She came along with Roy Mustang shortly after the incident to, as Winry saw it, take away Ed and Al. As such she wasn't entirely polite to the Lieutenant at first and showed no hesitancy in voicing her dislike for the military. The two of them shared a short but rather intimate talk about why Riza does what she does, and afterwards Winry was able to see the good in her and in Roy. Indeed, she actually came to hold such a great amount of respect and admiration for Riza that she began to wear earrings as a way of becoming more like her.
Riza is the sort of person Winry strives to be. Strong, independent, loyal, smart, the list goes on and on. Riza is also the kind of woman that Winry is really drawn to so at times she does feel rather awkward around her.
In short Winry's kind of a fangirl.

Roy Mustang
HOME WRECKER!
Much like Armstrong Winry never had too much interaction with Roy. When she first met him she was a little resentful towards him. He was part of the military after all, and he came in causing what she was sure to be more grief to the Elrics right after their failure in transmuting their mother.
It was a very short-lived resentment. Partly because of how she came to admire Riza, and figure she could only work for a very good man, but mostly because he gave Edward back the hope and determination that had seemed completely lost. Her appreciation and respect for him only grew over the years since she knew that the Elrics were under his command, and thus care.
He has been in Death City for a while now and this has allowed her to see the type of work he does first hand. Much like her he did not trust Shibusen very much and the two shared a lot of information, and sometimes secrets. Their relationship remains mostly a professional one, though that changed a bit when she talked with him in TYL.
She likes and respects Roy quite a bit--the only problem is that this Roy is anime-verse where he was the one to kill her parents. Chances are she will never find out, but if by some chance she does things could will become very nasty.

Alex Louis Armstrong
Um.
They never interacted much in canon, though she has seen him perhaps two or three times. Still, Armstrong gives off a pretty distinct impression. All in all Winry likes him, and thinks he is a big teddie bear, but at times she wonders if he is really fit for the military.
Since she never saw any of actions, or his fierce loyalty to his comrades she isn't aware of his true capabilities. The fact that he trusted Shibusen so readily worries her a lot because she genuinely likes Armstrong (even if, like so many others, she is disturbed by his state of undress).

Zolf J. Kimbley
When they first met, Kimbley was escorting Winry up to Briggs so that she could replace Edward's automail with something more suitable to the cold weather.
He seemed very gentlemanly, and quickly won her over by hitting her greatest weakness: her parents. He spoke of them, the little who knew, and of the great respect he had for them. It immediately won her over.
Later she found out that he was an enemy of the Elrics, and that he was attempting to use her as a hostage against them. Winry considered it a great betrayal, and felt he had purposely used her parents as a means to manipulate her.
Hence one of the reasons Winry has come to have so much trouble trusting Shibusen, and new people she meets in general. She'll be courteous, but keep her distance.
