There's just one promise Elena makes herself about Damon: she will not be the one that saves him. It's a promise she intends to keep.
Damon doesn't make it easy to keep.
No matter how much she doesn't want to, she can't turn off caring for him, caring about what happens to him. She doesn't love him the way that she knows he wants her to, but that doesn't mean that she doesn't love him; she does. He's a part of her, of Stefan, and nothing he does, not even snapping Jeremy's neck, is enough to break that connection.
And she can see what Damon tries to keep hidden -- the compassion he that pretends doesn't exist, the pain that's always present. He claims he can turn off his feelings, but Elena knows that's just a lie he tells himself. Damon is nothing but feelings well masked.
She sees the way he looks at her when he's not being careful, the naked pleading in his eyes. Help me, they say, help me be more than this.
She can't. She won't. It's the same thing in the end.
She won't be the one that saves him. He'll have to do that himself.
