Fun fact I learned from my writing teacher last semester: a lot of the great writers were actually drunk or high when they wrote their best pieces. Of course, as she said, not the most highly recommended, lol...but hey. It actually makes sense. I was writing a bunch of stuff when I was still zonked out on psych meds...still. I don't miss the damn things, lol. Now, I just get inspired literally by everybody else. :)

As to the story, it sounds like the Plot Bunnies are having a connection error. Sometimes it just means that there's something else for you to process at the moment. Building characters help, but you might also be trying too hard. Basically, what is the voice of your story? Let it speak to you. Nothing says it has to be perfect right away...just go with what you feel.
