After the near-death experience Castiel had at the Halloween party, he decided now was as good a time as any to drink himself stupid. Especially since he's not a human right now.
So, taking Grapple's advice to take a break, Castiel is sitting at the bar in Sergei's, trying to decide where he wants to start.
