Gifting through Paypal now has fees?

Ok, so in my situation it really isn't Lolita related, but I thought that I should give everyone a heads up. I was paying my friend back through Paypal for a sewing machine and I always thought that if I set the amount as Gift, there will be no fees applicable. Dwolla is a good alternative, but it's currently US only. I like them because it's free for transactions under $10 and 25 cents for over $10. I also don't want to support paypal because of their history of freezing charity accounts, as recounted from regretsy and something awful.
