He's no mudmonkey. He hated being confined to mortal flesh the moment he entered his vessel, if not before, and he's hated these feelings for longer than that -- a small eternity, in human terms. He wasn't aware of them starting, only that all of a sudden he made excuses to be near Castiel, only that he didn't really feel at peace until he knew he was there. It was ridiculous -- it was weak.
It only got worse, when he took his vessel. It gave him a whole new world of distraction -- no matter what he did, his feelings made his vessel's heart beat fast whenever Castiel looked at him. He had new sensations, new temptations to think about, could get distracted by the touch of Castiel's hand, the brush of his shoulder. And Castiel knew nothing of it. Castiel was always there, unreachable, so secure in his faith and his mission and his obedience, and he never really looked at Uriel, never saw him looking.
Perhaps he would have betrayed before, if not for Castiel. But there he was, in his beautiful shining, and Uriel had to stay near him, his only weakness.
