Actually, they dealt with that in Civil War: Choosing Sides! There were a half-dozen stories dealing with various Marvel b-list characters deciding whether they were opting in or out of the Superhero Registry. This story was written by a particular favorite creator: Ty Templeton, with art by Roger Langridge.
