NYC has a legislation proposed that would ban cat calls (street harassment of women). I'm all for lessening the street harassment that women experience daily, but would a law infringe on free speech? Thoughts?

I changed my layout. I wanted something a little brighter than my last layout. It's not quite what I'm looking for, but it'll do :-) I really don't want a majority-white layout, and that seemed to be what the majority of the layouts were.
