I was under the impression that the corruption and racism of the legal system (and that applies to pre- post- and during prison time) were very well known and understood by... breathing, thinking mofos and especially POC. It's for rehabilitation--ultimately anyway. But you know how it is--education is never a priority for *non-criminals*.

So 'rehabilitation' is even lower on the priority list for politicians.
