Toddler-sized fez

Ok.  I've decided that my youngest kid-cousin needs a fez and a bowtie.  why?  HE HAS SO MUCH AWESOME HAIR.

You can get him a clip on bowtie. As for the fez, you can make one for him. All you need is fabric, a tassel, and something fairly stiff, like poster paper, to shape it.

Also, get them into Who. We must get everyone we know to watch it. :P

He is adorable!

I second making the fez. I made a pillbox hat out of a plastic soup-can lid and craft foam, and I've done a tiny top-hat out of a Solo cup. I've found it's easier if you have a top to wrap the the body of the hat around...

I'd suggest felt, but that might be kind of scratchy on his head. Still, you can get felt with sticky backs (kind of like the sticky-backed craft foam.)

The Doctor just keeps getting younger and younger...;)

You might want to look at different places that carry clothes for dolls/stuffed animals. (Build-a-Bear If you have one near you might be a place to look, also.) sometimes the clothes will fit younglings.

Otherwise, I third just making one :)

Or, go ahead and just buy him a fez. He'll grow into it, and in the meantime it'll be adorably oversized on him.
