Four was the Doctor for so long that he had many different outfits. :) So, it depends on which one you want to do. A good starting point is having a look-see at the Four breakdown on the comm's profile/info page. (Granted, it's geared towards the guys, but it's got some great info and pics that will give you some good ideas.)
Honorarydoctor just mentioned the other day about the sweater at Target, if you're doing the very early Four. :)
Penwiper has done a couple of awesome femme takes on the Season/Series 18 style that she has posted about. :)
And I am continuing to work on applying tags to earlier posts in the comm, esp. in the early years of the comm, so please forgive me if all the posts have not been tagged as well as they might. It's a little time-consuming, as I read the post and all the replies, as quite often there's excellent info in the comments. :)
That is helpful! I'll be on the look-out for the after-Christmas sales. I've found some velvet items in the party sections marked way down in past years (of course, I was hunting for Three jackets and the like).
I found a red corduroy jacket at Target last year that I've used for my Four (look at the pics from Chicago TARDIS 2010 - I forgot to pack it this year).
I'd say look at Target or similar stores, or thrift shops, for a simple red corduroy. And Target or Meijer for the sweater - I found my sweater at Meijer two days before the con last year :)
