It didn't change really, Mikado just says "The Dollars are the town itself, a lot of people arrive and leave, never in the same colors," and for some reason I just thought of the gray people.
The problem with that is that they seem to color everyone this way, even the Yellow Scarves--except that they have Yellow Scarves on them. Though I can understand that in a sense, it really helps emphasize that anybody could be in Dollars.
Or this gray ones are just decoration, to order direct the attention on Mikado, Kida, Anri etc. orz
Uhm I think it could be possible, that these grey people are the dollars, because gray and White are the most colourness Colours. I think I can remember, that the Yellow Scarve are gray, too, but you could see this yellow Clothes.
I guess everyone got another Mind about these guys. (And sorry for my bad englisch. %D)

If that is the case though, it's pretty cool. It shows that you don't need to be colored (stand out) to do something awesome (ep22).
