I think these grey people are only statists, representing the background crowd. o_o
Like in realfilms.

agreed there. most anime use this 'colorless' people. For an easy example, --> xxxHolic or how bout Baccano! ?
This people kind of freaking me out, but they are only background as mentioned before ;3 so dont bother so much.
