One thing I was confused about, do Sam and the Master look the same?

Can I say yes in a who-logic kinda way? If the Doctor meets millions of people a year and some of them look exactly the same is it okay to say he's gotten used to it? Like Martha looking exactly like her cousin in Torchwood Tower and Amy and Gwen looking like characters that have died in the past I guess.
Since the Master is human with normal coloured hair and no electricity coming out of his hands the Doctor assumes it's someone entirely different and treats him that way.
