My 22th tutorial!
Go from
to

Made in Photoshop 7.0, involves Selective Color (sorry PSP users)
This will work the best with dark pictures.

I used this picture, which I found at Xtinaweb.

Step 1:
Choose your picture, crop and sharpen once.

Step 2:
Duplicate your layer and run a Gaussian Blur between 2,0 - 3,0 radius. Set the opacity to 55%

Step 3:
Add a Screen layer if necessary. Duplicate your layer, drag it to the top and set it to Soft Light 100%

Step 4:
Create a new Hue/Saturation layer [Layer >> New Adjustment Layer >> Hue Saturation] and up the saturation to +60

Step 5:
Create a new Selective Color layer [Layer >> New Adjustment Layer >> Selective Color] and use the following settings:
Yellows:
Cyan > -100
Magenta > +100
Yellow > -100
Black > +100

Cyans:
Cyan > -100
Magenta > +100
Yellow > +98
Black > +79

Whites:
Cyan > 0
Magenta > 0
Yellow > +39
Black > -44

Neutral:
Cyan > 0
Magenta > 0
Yellow > +15
Black > 0

Step 6:
Duplicate your base, drag it to the top and set it to Hard Light 45%

Step 7:
Create a new Hue/Saturation layer [Layer >> New Adjustment Layer >> Hue Saturation] and up the saturation to +30

Step 8:
Create a new Selective Color layer [Layer >> New Adjustment Layer >> Selective Color] and use the following settings:
Reds
Cyan > +100
Magenta > +25
Yellow > +100
Black > +19

Neutrals
Cyan > 0
Magenta > 0
Yellow > +23
Black > 0

Step 9:
Add this texture [by peoplemachines] and set it to Screen 100%

And you are done!
Remember: The settings I gave you where the best for my picture, play around with the settings for your picture =]
