What: Snape gathers the serpents together and gives them a welcoming speech.

Precisely one hour after his post, the stone door of the Slytherin common room slid open to reveal the tall, imposing figure of one Severus Snape. He was dressed in his usual severe black robes, the buttons done up all the way to under his chin and his cloak billowing out behind him as he quickly crossed the common room and over to the elaborately carved mantelpiece with long, smooth strides. Stationing himself with his back to the fire, Snape slowly surveyed the people gathered before him, letting the silence and tension build up before he finally began to address the crowd of students and professors, speaking in barely more than a whisper, yet easily getting everyone to listen to that velvety tone.
"As your Head of House, I welcome you to Hogwarts and Slytherin House. For the duration of your stay, those who you see around you will be your closest acquaintances here. You will have classes with the rest of your House, sleep in your assigned dormitories, and presumably spend much of your free time in this common room, which is, as you have no doubt already noticed, located in the depths of the lake." He gestured towards the arched windows through which the contents of the lake could be seen to emphasize his point before continuing. "From now on, anything and everything you do will reflect upon Slytherin House and everyone in it. Your triumphs will earn us points, while any rule breaking will cost us points. As I have no intention of letting the House Cup be awarded to any other house aside from Slytherin this year, anyone who threatens our chances at the cup will find themselves having to answer to me."
There was no increase in the volume of his voice, yet there was no missing the quiet threat hidden behind those silken tones as his dark eyes glittered down at them, making it more than obvious that the students stood a better chance against the giant squid of the lake than against their displeased Head of House.
"While here, Slytherin House, and all those who are in it, will be part of your family. You may not like everyone in it, you may not agree with everyone's opinions, but in the end, all of you are to look out for each other should the occasion arise. Any problems that arise between the lot of you are to be kept within Slytherin and brought to my attention, not broadcast to the rest of the school. Should any... issues occur between our House and any of the other three, do your best to report to me or another one of the professors here immediately. If none of us are available, I expect all of you to be able to handle the situation with the decorum, cunning and resourcefulness that our House is known for. Do not let me find other professors reporting you to me."
It was the unspoken code of Slytherin House: rules could be bent, even broken, so long as one wasn't caught doing so.
"In addition, you may perhaps see the Bloody Baron around. He is to be treated with the proper respect that is due to our House Ghost. I highly suggest that you do so as he is the only one capable of controlling Peeves the Poltergeist, which can be... useful." Such as when his services could be used against Gryffindors. "And do try to curb your curiosity over his blood-stained robes should you wish to keep from offending him."
Snape fell silent, his eyes traveling over his students again, squarely meeting each person's gaze, something in his stance or demeanor changing just the slightest bit, making him seem a touch more... approachable. He would never be the warm and welcoming type, but these students were his responsibility. It was his job to keep them safe and guide them along the right path, to serve as someone they could all turn to if they needed help and advice. They were his charges, and he would protect them as best he could.
"I see great potential in all of you, so do not disappoint or embarrass me and the name of Slytherin by squandering your gifts due to pride or laziness. If you require assistance, seek it. If you can offer assistance, give it, especially if your housemates belonging to the lower years are in need of it. You are a Slytherin now, we are all Slytherins... Do not forget that."
