I just realised; I can use three-5 bit encoded characters per word to encode everything + a lookup table based on the 26 ranges based on the first character of the word. It's trivial, never mind :)

Coders! I need to fit 24K of Four-Letter-Words into a a tiny extractor that can pull a word
out based on an index number. Can be slow. I have about 13K space available for the words
and the extractor. All first letters are present. This is an embedded application and there is
very little RAM.

Maybe this is a problem that has been solved already.
